Troy says mobile homes require a permit. For a location outside a mobile-home park, Board of Adjustment approval is required before permit issuance, so ownership of the receiving land is not the complete answer.
Identify the outside-park dependency early
The Troy Building Department guidance states the permit requirement and the additional Board step. Give the city the intended address and home information before relying on the property as an available delivery site.
If Board review is needed, ask the receiving applicant to track the decision and then the permit itself. A hearing request is not approval, and an approved request should not be confused with every subsequent installation or inspection being complete.

For a park delivery, identify the individual space and operator responsible for receiving the home. For an outside-park site, establish the status of both the Board decision and the permit before calling the date firm.
The transporter needs the home’s dimensions and usable access at each end. The owner and installer should arrange setup, foundations, utility work and any required inspections separately.
