The El Paso manufactured-home placement code, Section 18.02.105.29.3, addresses mobile and HUD-code manufactured-home placement. Its criteria concern the permanent chassis, dwelling use, applicable manufactured-housing standards and a location where zoning permits the home.
The adjacent industrialized-building provision follows a different review path. Give Planning and Inspections the actual home identification and supporting documents. A generic “factory-built” description leaves the important distinction unresolved.

The placement provision also refers to manufacturer installation requirements and applicable city technical codes. Identify the installer who will address those items and ask what receiving approvals must be complete before the transport date is confirmed.
