Columbus requires a mobile-home permit for locating, moving or relocating a unit, including a same-property move when utilities are relocated. Resolve the removal record before disconnecting a freestanding home.

The utility change can matter on the same lot
Chapter 18½ of the Columbus mobile-home movement code includes movement where the street address stays the same but the utilities are relocated. Describe the proposed position and service changes when you speak with the inspecting officer rather than assuming that “same lot” means no local review.
The code includes exceptions for sales and manufacturing lots. Do not extend those business-lot exceptions to an occupied residential location.

Do not lose the old location’s record
The moving provision requires a permit before movement and states that removing a freestanding mobile home without a permit terminates the right to maintain it at that location. That makes paperwork at the departure site material even when the next address is elsewhere.
Ask the city to establish the lawful existing status and the proposed removal or replacement treatment before pickup. A permit should not be represented as an automatic right to install any replacement unit; zoning still applies. Transport, destination setup and utility reconnection need separately identified responsibilities, and this moving inquiry supplies no city approval.
